Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Public Health Specialist (HIV Prevention Branch Chief) at CDC.
Duties
Incumbent serves as principal advisor to the Associate Director of Programs and provides leadership in the design, implementation, coordination, and evaluation of a broad range of HIV prevention activities. Incumbent serves a liaison between USG and senior Tanzanian government officials and provides key recommendations on Tanzania’s policy environment and the best practices, strategies, and interventions in accordance with Tanzania’s National HIV/TB Care and Treatment Guidelines and aligning them with WHO guidelines for HIV prevention interventions.
Job holder’s duties include technical support, advice and guidance, day-to-day program and administrative management, supervision of the HIV Prevention Branch staff, and coordination and collaboration with colleagues of other agencies and public health entities that administer President’s Emergency Plan for AIDS Relief (PEPFAR)-funded programs in Tanzania. The job requires public health technical expert knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and high-level host country ministries responsible for public health programs
Requirements:
EXPERIENCE: Minimum of 5 years of experience in medical practice or medical oversight of programs for the delivery of patient care, with at least 2 years’ experience in a specialized area of care related to infectious diseases, delivery of public health services or he prevention of infectious diseases. Two (2) additional years of experience at the supervisory level with multiple staff is required.
JOB KNOWLEDGE: Comprehensive knowledge of current HIV-related issues, program design of HIV prevention programs, and knowledge of implementation and evaluation is required. In-depth knowledge of HIV/AIDS prevention, clinical services, counselling and interventions, behavior change, testing, and treatment is required. Detailed knowledge of the host government health care system and structures including familiarity with MOH leadership, policies, program priorities and regulations is required. In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes, and techniques used to plan, develop, implement, and evaluate results of clinical services programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary activities is required. Good working knowledge of overall administrative requirements, budgeting, workplans and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
Education Requirements:
Degree of Doctor of Medicine (MD) licensed to practice general medicine with post graduate training in internal medicine or pediatrics or infectious diseases or public health or epidemiology, or Doctor of Philosophy (PhD) degree from an accredited university in medicine, public health, or epidemiology, is required.
Evaluations:
LANGUAGE: Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.
