Management and Development for Health (MDH) is a non-profit, non-governmental organization whose primary aim is to contribute to addressing the public health priorities of Tanzania and the world at large. The priorities include: HIV/AIDS, Tuberculosis; Reproductive, Maternal, New-born and Child health (RMNCH), Nutrition; Non-Communicable Diseases of public health significance; as well as Health System Strengthening. MDH strongly believes in and works in partnership with various local and global institutions, Ministry of Health (MOH); President’s Office Regional Authorities and Local Government (PORALG); donor agencies; academic and non-academic institutions; implementing partners; civil society, community-based and faith-based organizations and others.
MDH seeks to recruit qualified individuals to serve as a Chief of Party (COP) and Deputy Chief of Party (DCP) for the anticipated project on Global Health Security (GHS): USAID Usalama wa Afya Duniani Activity in Tanzania. The project aims to support the Government of Tanzania’s capabilities to develop, validate, implement interventions to prevent, detect, and respond to emerging infectious diseases (EID) threats in the country using One Health Approach by building capacity to strengthen health systems, evidence generation and multisectoral engagement.
It is anticipated that the project will be implemented in a five-years period.
This position will be granted upon award from USAID/Tanzania.

Position Summary:
COP will provide overall technical and managerial leadership for all activities, personnel and budget planning/spending, serves as the Activity’s primary contact person to USAID/Tanzania, the Government of Tanzania, other donors, and key stakeholders to enhance effective inter-organizational coordination and communication for timely project deliverables. Responsible for ensuring smooth implementation of Activity, with accurate delivery of all reports and other program products and deliverables; and for timely completion of the Activity within agreed budget. Expected be a strategic and visionary leader with problem solving skills for effective addressing implementation challenges during performance.
Roles and Responsibilities
Provide overall leadership, program management, develop a strong, coherent technical directives, and initiate innovative strategies to achieve project’s goals and objectives.
Provide technical leadership in knowledge transfer and building capacities for Global Health security /One Health Approach to local public and private institutions for sustainability of project’s interventions.
To work closely with Finance Directorate to provide project’s financial management oversight, analyse budgets, and provide updates to the management and USAID/Tanzania on scope of work and budget expenditures.
Act as a liaison and establish a respected presence within USAID and other international donor community and strategically position the organization in the forefront of Global Health Security activities within and outside the country.
To work closely with Grants Directorate, to ensure effective and compliant contract management, reporting, communications and relationship management with USAID/Tanzania.
Oversee/manage partnerships, ensuring strong coordination and collaboration within host government, implementing partners, USAID/Tanzania and the donor community.
To communicate on the Activity’s progress, achievements, best practices and lessons learned to donors, the host government and relevant key stakeholders through national/international meetings, workshops, seminars and conferences.
Spearhead annual work plan and budgeting process with project team, MDH’s senior management teams, implementing partners, USAID/Tanzania, MoH, PO-RALG, and all other relevant stakeholders for coordinated implementation, resource allocation and ownership.
To work closely with Programs and Strategic Information Directorates to oversee the preparation, reviews and timely submission of workplans, reports and other key deliverables to the MDH’s senior management team, partners and USAID/Tanzania.
To coach and guide staff and key partners to ensure compliance under USAID/Tanzania regulations and policy guidelines, Tanzania’s country specific laws and other related policies as appropriate.
To provide mentorship, technical support and supervision to core project staff and partners to ensure their performance is consistent with the objectives of the project; timelines/schedules are being met and are compliant as per USAID/Tanzania regulations and policy.
Requirements, Education, work experience and skills:
Master’s degree or higher in medicine, laboratory sciences, health sciences, epidemiology, public health or a related fi Professional training in a field of Management and Leadership will be an added advantage.
Having a least 10 years of experience in a senior managerial and leadership position in managing large, complex, and multisectoral health programs in two or more of the following: Outbreak response, One Health, Infectious Disease epidemiology, Antimicrobial resistance, laboratory sciences, health systems strengthening and surveillance.
Demonstrated experience working in establishing and managing complex public health project systems as COP for USAID-funded project is highly desirable with proven capacity to effectively manage project funds and a diverse team.
Having minimum of 8 years previous experience working on USAID-funded projects or affiliate, with extensive experience and knowledge of USAID rules, policies, compliance, regulations, related reporting requirements and funding parameters.
Demonstrated experience to build capacity and implement such scope in collaboration with public and private facilities, central and local government institutions authorities, implementing partners and other key beneficiaries.
Demonstrated capability to leading and managing working relationship with multi-sectoral government official/teams, donor representatives, developing partners, community/research/academic organizations, and private sectors to achieve project objectives within complex Tanzanian landscape and settings.
Demonstrated track record of previous similar works in Tanzania with in-depth understanding/knowledge of local health systems landscape, government structure, established opportunities and existing challenges; particularly in addressing technical areas for anticipated Activity
Excellent influencing and negotiation skills necessary for cultivating and maintaining strategic and professional partnerships with USAID/Tanzania, Government officials, implementing partners, and all other key stakeholders.
Proven strong analytical skills for comprehending/ analysing/translating big One Health data and ability to translate synthesized information to actionable plans, and disseminate to key relevant stakeholders and beneficiaries.
Proven excellent oral and written communication skills (in English and Kiswahili), as well as influencing skills, coaching, supervising and teaching skills.
