OVERVIEW OF THE FUNCTIONS OF THE POST
Background
The Better Education for Africa’s Rise project, second phase (BEAR II) is a joint effort between UNESCO and the Republic of Korea to improve the TVET systems of five beneficiary countries in Eastern Africa (Ethiopia, Kenya, Madagascar, the United Republic of Tanzania and Uganda). The project has received additional support from the Donor to scale up project results from 2024 to 2026. The overall objective of the project is to give young people a better chance of accessing decent employment or of generating self-employment, through improvements in the TVET systems of beneficiary countries. A broad range of activities will be conducted, corresponding to three result areas: increasing the relevance of TVET to the needs of the economy, enhancing the quality of TVET delivered to trainees, and improving the perception of TVET among young people and society. All activities are geared to build capacity in the ministries and other institutions responsible for TVET in Tanzania Mainland and Zanzibar.
Long Description
Therefore, as a vital step towards achieving that it is paramount to establish an understanding of the trends in skill demand, skill supply, and the economic and policy drivers influencing those trends, including private sector skills demand. This assignment therefore will aim to enhance capacity for skills needs assessment and anticipation at sectoral and community levels and adapt TVET qualifications and curricula to changing skills needs. The BEAR II scale-up activities will include supporting the establishment and implementation of a Monitoring and Evaluation (M&E) system to track the progress and assess the impact of CBT, 21st-century skills, and e-learning initiatives at the Karume Institute of Science and Technology (KIST) and the Morogoro Vocational Teachers Training College. The purpose of this assignment is to enhance the capacity building of TVET TTI (Technical and Vocational Education and Training Technical Institutions) teachers and managers by improving their pedagogical and technological skills. Specifically, the assignment aims to strengthen their ability to effectively implement Competence Based Training (CBT) methodologies, integrate 21st-century skills into curriculum delivery, and leverage e-learning methods. Establishing a digitalized Monitoring and Evaluation (M&E) system at Karume Institute of Science and Technology (KIST) and Morogoro Vocational Teachers Training College (MVTTC) will facilitate systematic tracking of progress and assessment of impact. This system will enable informed decision-making and support continuous improvement in educational practices, ensuring alignment with evolving educational goals and industry needs.
Long Description
The overall objective of this activity is to establish a robust M&E system at KIST and MVTTC to track the progress and assess the impact of CBT, integration of 21st-century skills, and implementation of e-learning initiatives. By implementing this M&E system, the activity aims to facilitate informed decision-making, promote evidence-based improvements in educational practices, and ensure alignment with the evolving needs of the TVET sector. Specifically aims to:
- Define M&E system objectives and specific performance indicators for CBT, 21st-century skills integration, and e-learning at KIST and MVTTC, setting measurable targets for student competencies, educational outcomes, and teaching effectiveness.
- Define clear roles and responsibilities for M&E at KIST and MVTTC, ensuring accountability and ownership, and develop an analysis plan with methodologies, timelines, and responsibilities for data analysis and reporting.
- Develop user-friendly data collection tools such as mobile apps, online surveys, and offline-capable data entry forms, and establish protocols for data validation, cleaning, and analysis to ensure data integrity and reliability.
- Design and develop a systemized digital M&E Platform for analyzing collected data to generate insightful reports and visual dashboards, to track progress over time, identify trends, and highlight areas for improvement.
- Train and build the capacity of KIST and MVTTC members to effectively utilize the new M&E system, offering guidance on navigating the interface, data entry protocols, utilizing analytical tools for data interpretation.
- Develop a user manual for the new M&E system to guide KIST and MVTTC members in its systematic use, ensuring clarity and effectiveness in navigating the interface, data entry procedures, and utilization of analytical tools for data interpretation.
Long Description
Scope
- Define M&E system objectives and identify data points/indicators, the assignment will involve conducting stakeholder consultations to define M&E system goals aligned with institutional needs and identify specific data points and performance indicators for CBT, 21st-century skills integration, and e-learning initiatives.
- In defining M&E roles & responsibilities, clear roles and responsibilities for M&E activities will be assigned within KIST and MVTTC, develop an M&E analysis plan outlining methodologies, timelines, and data analysis/reporting responsibilities and create standardized reporting templates for program/initiative comparisons.
- Designing data collection plan will include designing user-friendly data collection tools (mobile apps, online surveys, offline forms) and establishing data validation, cleaning, and analysis protocols.
- The assignment will also involve development of data analysis mechanisms to analyze data and generate reports with insightful visualizations (dashboards) and defining reporting requirements and formats for different stakeholders.
- Designing and developing M&E system includes the activities a) Design an M&E system with an intuitive user interface for seamless data collection b)Integrate functionalities for real-time and offline data entry c)Develop functionalities for comprehensive data analysis and insightful visualizations d)Integrate functionalities for structured reporting tailored to stakeholder needs.
- Training KIST & MVTTC members on utilizing the M&E system and foster a culture of continuous learning and adaptation for system improvement.
- Develop a user manual for the M&E system.

Deliverables
Comprehensive M&E System: This includes the design and development of a digital platform with user-friendly features for data collection (both online and offline), robust data analysis capabilities, and generation of insightful reports and dashboards. The system should be tailored to the specific needs of different stakeholders through structured reporting formats.
M&E Implementation Framework: This encompasses the creation of an M&E framework document outlining the system’s objectives, data collection plan (including user-friendly tools), data validation and analysis protocols, and reporting requirements tailored to different stakeholders. Additionally, the framework should define clear roles and responsibilities for M&E activities within KIST and MVTTC, along with an analysis plan detailing methodologies, timelines, and ownership for data analysis and reporting.
Capacity Building Materials and Training: This deliverable includes training materials and curriculum designed to equip KIST and MVTTC members with the necessary skills to effectively utilize the M&E system. This can encompass user manuals, training sessions, and documented evidence of training completion to ensure knowledge transfer and system adoption.
Duration
The assignment is expected to be completed within three months, between August and October 2024

QUALIFICATIONS
- At least 3 years of experience in developing Comprehensive M&E Systems including designing and development of a digital platform with user-friendly features for data collection, robust data analysis capabilities, and generation of insightful reports and dashboards.
- At least 3 years of experience in establishment of M&E Implementation Frameworks outlining system’s objectives, data collection plan (including user-friendly tools), data validation and analysis protocols, and reporting requirements tailored to different stakeholders.
- Experience in capacity building and training. This includes training materials and curriculum design to equip institutions and participants with the necessary skills to effectively utilize the M&E system.
- Experience to engage effectively with various stakeholders, including government officials and international community.
- Excellent report writing skills
