Background

The European Union is currently implementing its new European strategy “Global Gateway”, to boost smart, clean and secure infrastructure across the world, and help to tackle the most pressing global challenges, from combating climate change and improving healthcare systems to boosting the competitiveness and security of global supply chains. The strategy supports smart investments in quality infrastructure, respecting the highest social and environmental standards, and is based on a win-win model rather than an extractive and debt-based model.

Given that more than 80% of Africa’s trade is carried out by sea, the strategy focuses on strategic corridors. One major aim of the Global Gateway Africa – Europe Investment Package is to identify and support the creation of strategic, sustainable and secure transport corridors. By investing in the infrastructure needed to easily move from place to place, these ‘strategic corridors” can support value chains, services and jobs, benefiting industries and economies in both Africa and Europe.

It is within the framework of the aforementioned strategy that Enabel in collaboration with the European Union is implementing the “Trade and Transport Facilitation programme which intends to address both physical and non-physical barriers to trade, that have so far hampered intra-African trade and integration, and increase the efficiency of transport systems on corridors and of their management.

The programme is structured around three pillars: 1. Port Performance (Improve the performance of the Dar es Salaam Port); 2. Trade Facilitation (reduce the time and costs for clearance and transport of goods from the port) and 3. Green mobility (supporting the transition towards a low-carbon transport system of goods and people) which will be implemented jointly between Enabel and the UN-Habitat.

The Function

The E-Mobility Expert will report to the Trade & Transport Project Manager while working closely together with the Skilling Expert, Entrepreneurship Expert as well as other private and public partners.

Specific Result Area

The E–Mobility Expert is expected to contribute to the achievement of Project Pillar 3 (Green Mobility) which supports the transition to electric mobility in Tanzania by promoting an enabling environment for Electric vehicle (EV) deployment and strengthening the EV ecosystem and value chain; particularly Intermediate outcome 3: The transition towards a low-carbon transport system of goods and people in Dar Es Salaam is supported.

The project pillar 3 is structured around three key outputs:

Output 3.1: Institutional actors are strengthened to provide a conducive regulatory framework supporting an enabling environment for electric vehicle (EV) market development.

Output 3.2: Existing and new entrepreneurs are supported to access quality business development services and thrive in a dynamic ecosystem and a competitive market.

Output 3.3: A trained workforce enables local value creation and robust conditions for e-mobility development.

Job description

1. Provide strategic and operational management and the achievement of the objectives/results targeted for the Green Mobility, in particular by:

  • Co-ordinate activities and ensure they are carried out in accordance with agreed arrangements and defined procedures;
  • Manage the team for which he/she is the line manager;
  • Support the partner change manager(s) and contribute to building the capacity of partner structures;
  • Coordinate the capitalisation process and ensure that the results are disseminated;
  • Contribute to the implementation of the intervention through inputs as an expert.

2. Provide specific expertise on program management/coordination, overall cross-cutting strategization and institution-building by focusing more specifically on:

  • Ensure the coherence of the intervention’s activities and their contribution to development objectives, and providing support for strategic choices for the sectors supported;
  • Technical coaching of experts and Intervention Officers (on quality control, prioritization of tasks, planning, etc.) and liaison with other Enabel interventions in the country, Enabel teams in Brussels and other partner countries on technical issues;
  • The integration and contextualisation of cross-cutting themes such as innovation and digitalisation, decent work, the environment and gender transformation in activities and approaches;
  • Strengthen the capacity of partners.

3. Actively contribute to sectoral dialogue (sectoral group and thematic sub-groups) and sector analysis.

  • Be Enabel’s point of reference for the sector and, in this context, is responsible for promoting an integrated approach, i.e. i) internal consistency between all the players (local, Belgian, international, public and private) involved in implementing Green Mobility
  • Identify market opportunities for third parties (additional funding from other donors) and support their identification and formulation.
  • Ensure proper monitoring, capitalization, and communication of results for the Green Mobility pillar.

6. Develop strategic partnerships and promote an integrated approach ensuring optimal coherence and articulation between the Green Mobility pillar and other active actors in the same field.

7. Create an atmosphere of trust and responsibility and set up an appropriate organisation in terms of roles and responsibilities at pillar level.

8. Ensure the effective integration of the gender dimension in the implementation of activities

Your profile

A Tanzanian National.

Qualification and Specific competencies or knowledge required:

  • Master’s in business administration, economic science, commercial science, social science or any other education related to the subject.Good knowledge of the e-mobility and energy sector in Tanzania and in an international context.
  • At least 8 years of relevant experience in private sector development. More specifically in the field of support for micro, small, and medium-sized enterprises (MSMEs).
  • Proven experience in organizational and institutional strengthening of ecosystem players responsible for supporting business creation and development.
  • Proven experience in moderating multi-stakeholder discussions and coordinating different state actors.
  • Experience in drafting and monitoring public procurement documents.
  • Experience in developing roadmaps, action plans or strategic documents.
  • Proven expertise in the development of financial and non-financial mechanisms and tools aimed at promoting the creation and development of micro, small and medium-sized enterprises.
  • Experience in organizing promotional events and raising the profile of project stakeholders.

Specific competencies or knowledge considered an asset:

  • Diplomatic skills and a proven track record working with government agencies and the private sector in an African context.
  • Knowledge of non-financial mechanisms and tools intended to support and accompany private operators for the creation and/or development of micro, small and medium-sized enterprises
  • Ability to coach and mentor businesses and entrepreneurial support structures (Business Member Organisations);
  • A creative spirit to set up innovative partnerships (MoU, Finexpo, etc.) to engage the private sector for development results.
  • Ability to implement a change process;
  • Knowledge management and development;
  • Results-oriented;
  • Sensitive to gender and the specific challenges of women in entrepreneurship.
