Background
Enabel is at a turning point in its existence. The major reform of the Belgian development cooperation brings new policy orientations and points of attention, new financing mechanisms and specific performance criteria. There are result obligations to which the organization must meet, and ambitious targets to implement more interventions for other donors. That is why communication is a strategic cornerstone of Enabel, a crucial tool to achieve our goals. In this context, we are seeking a communication officer for the Bilateral Programme that has recently been launched, in Kigoma.
Tanzania has been a partner country of the Belgian governmental cooperation since 1982. The Country Strategy for the Belgian Bilateral Cooperation Program in Tanzania 2023-2027 was approved on 15th July 2022 by the Belgian Minister of Development Cooperation, with a planned duration of 5 years (2023-2027). To promote synergy, efficiency and maximize impact, the strategy has a clear geographical focus on selected districts of the Kigoma region.
The general objective of the strategy has been defined as follows: “Young people especially young women, are empowered to thrive in a protective and gender-equal environment, to acquire education and skills, and to pursue decent work opportunities in Kigoma Region”.
The specific objective specifies: “Girls and young women (14 to 29 years), in targeted districts of Kigoma, are empowered through multiple conducive learning pathways to enjoy decent, greener employment and an increased access to entrepreneurship”.
The strategy for 2023-2027 has initially been built around three thematic pillars: (i) secondary education and training opportunities; (ii) skills and entrepreneurship; (iii) a protective and gender-equal environment.
Job description
The Communication for Development Expert will report to the Wezesha Binti Project Manager, while working closely together with the communication officer at the representation in Dar es Salaam. The role will coach other officers and implementing partners at the level of the interventions.
The role will develop, implement, monitor and evaluate the communication strategy of the programme, fully aligned with the Enabel national strategy to:
Foster change.
Facilitate the achievement of the development results and the sustainability of the results.
Foster the stakeholder’s dialogue.
Ensure accountability vis-à-vis the donors and the public concerned.
Ensure donor visibility.
Generate knowledge that can be shared.
Responsibilities:
Coordinate communication and visibility activities
Design and implement training activities for project staff, government partners and other key stakeholders as required on knowledge management and communication.
Establish a mechanism for information flow within the key audiences and with the project.
Systematically compile stories illustrating change and lessons learned from project implementation into formats suitable for dissemination
Develop banners, brochures, reports, short videos and presentations, or you support third parties to do so.
Collect, edit, publish and disseminate human interest stories of change

Tanzanian National
Required Qualifications & Experience
Master of Science / Arts in Sociology, Development Studies, Marketing or related field (A must)
Bachelor’s degree in mass communication, Journalism, public relations or related fields.
At least 5 years of proven and relevant experience in either communication, advocacy or change management.
Proven experience working in change process
International professional experience would be an added advantage
Experience in formulation and implementation of communication strategies.
Experience conducting workshops
Experience in community mobilization preferably through social behavior change communication.
Experience working for civil society, bilateral or a multilateral agency is an added advantage
Experience developing promotional materials and reports.
Required Skills
Excellent written and spoken English and Swahili
Expressing ideas and opinions clearly in a structured manner that appeals to the reader/listener
Multi-media knowledge and skills using web-based communication (content management)
Systems for websites, blogs, Facebook, Twitter, etc.) & audio-visual media.
Ability to effectively use print media design software’s such as InDesign, Photoshop, Illustrator, etc.
Proven photography and video production skills
Soft skills such as ability to work in a team and autonomously
Agile, flexible and cooperative.

We offer you

Estimated Start Date: 01/06/2024.
You will be based in Kigoma, with frequent travels within the targeted districts of the region and, on occasions, to Dar es Salaam for meetings with implementing partners.
You are employed by Enabel in the function of “Sector & Thematics Expert”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and more benefits such as health care insurance, 13th month, holiday allowance and if applicable dependants school fees allowance.
