Project framework
LVIA Service for peace, WeWorld and PIRO The Popular Inspiring & Relief Organization are currently
implementing the project “Kijani Pemba” [Strengthening Urban Eco-Resilience in Chake Chake and Mkoani], co-funded by the European Union (October 2023 – October 2026). The project aims to improve the living conditions of individuals and families in the main urban areas of South Pemba Island, with a focus on accessibility, hygiene, public services, waste management, sustainable urban planning, and gender-related issues. The action is part of the Green and Smart Cities SASA program. The overall goal is to improve the quality of life for urban communities, reduce social and economic vulnerability, and promote sustainable, inclusive, and resilient development. The project adopts a community-led approach that recognizes that grassroots efforts are crucial for building a more inclusive and peaceful society.
Objective of the assignment
The general objective of assignment is to develop the contents and presentation material for two capacity building sessions for small green business leaded by youth and women (for a total of 7 trainings according to the program of the activity and following the general daily topics as explained in Annex I), and to facilitate these sessions. The consortium will provide financial support for the implementation of those initiatives. The initiative is going to be implemented in the cities of Chake Chake and Mkoani, Pemba.

Duration of the Assignment
The consultancy will take place between October 2024 and November 2024 and will include a total number of forty (20) consultancy days. Any variation of the duration assignment is subject to negotiations between the parts and is due to change in the activity timeline.
Key Deliverables
● Training/workshops package including agenda, material, handouts and reports, according to directions of Annex I (see the drive folder)
● Pre-post baselines for participants (tool for assessing improvements)
Qualifications/ Experience Required
● Advanced degree in economics, business studies and administration and/or environmental sciences
and/or similar.
● Demonstrated experience working in the area of green businesses.
● Proven track records in conducting similar assignments with NGO or private enterprises.
● Report writing skill
● Content developing skill
● Fluency in written and spoken Swahili and English.
How to Apply
Interested Consultants shall present to WeWorld, in English language, in PDF format:
- A cover letter with a statement of interest and briefly elaborating the capacity of the Consultant (and
his/her team). - CV of the consultant (and his/her team) and at least 3 references from past experiences on similar
assignments. - A technical proposal illustrating the proposed methodology and ideas for effective capacity building
sessions. If possible the technical proposal should include a brief draft of the contents. - A financial proposal that shall include:
− the daily rate during assignments in Chake Chake and Mkoani (for a total of 10 days). The daily rate shall include per diem – allowances for lodging, meal and incidental costs – if the Consultant is resident outside those regions.
− The daily rate during remote support or in alternative in Chake Chake / Mkoani (for a total of
10 days).
− The overall sum to carry out the whole assignment.
The Consultant is expected to submit his/her financial proposals, inclusive of any tax, in Tanzanian Shilling (TZS). While preparing the financial proposal the Consultant shall take into consideration that the Consortium will cover all logistics costs related to the training/workshops in Chake Chake and Mkoani and transport costs for the Consultant from his place of residence to Pemba region.
Evaluation of proposals
Quality Cost-based selection methodology will be applied to award the contract. The technical proposal shall bear 50% of the total marks while the financial proposal shall bear 50% of the total marks. The evaluation of the proposals will be carried out by a committee appointed by WeWorld and PIRO
