Background/Context

DIGNITY Kwanza – Community Solutions (DIGNITY Kwanza):
DIGNITY Kwanza is a dedicated non-governmental organization registered in Tanzania, committed to safeguarding and promoting the human dignity of individuals affected by displacement, those at risk of statelessness, and vulnerable groups including women, children, and youth. Through an integrated approach that combines advocacy, legal aid, and community empowerment, DIGNITY Kwanza strives to create conditions and opportunities for our beneficiaries to enjoy their rights, achieve social and economic growth, and actively participate in nation-building.

As our current strategic plan (2019/2020 – 2023/2024) concludes, DIGNITY Kwanza seeks to develop a new five-year strategic plan (2024-2029) to guide our future initiatives, reaffirm our vision, and ensure the sustainability and effectiveness of our programs.

Purpose of the Consultancy

The Strategic Plan Development Consultant will lead the creation of DIGNITY Kwanza’s next five-year strategic plan (2024-2029). This consultancy aims to assess the organization’s current operations, engage stakeholders in a participatory planning process, and develop a comprehensive strategic framework that aligns with DIGNITY Kwanza’s mission and vision. The consultant will ensure that the strategic plan addresses emerging challenges, leverages opportunities, and sets a clear roadmap for achieving our goals over the next five years.

Methodology

The individual consultant should propose the methodology to be used to carry out the assignment. The methodology proposed by the consultant should be endorsed by the assigned supervisor for this assignment and shall align with the objectives and expected output for this assignment.

 

Scope of Work

The consultant will:

  1. Needs Assessment: Conduct a thorough needs assessment, including a situation analysis to identify constraints and opportunities for growth and development.
  2. Stakeholder Engagement: Facilitate stakeholder mapping and consultations, gathering and analyzing qualitative and quantitative data from key stakeholders and partners.
  3. Strategic Framework: Develop strategic plans and strategies with clear deliverables, indicators, and tools to address identified constraints and build necessary support systems.
  4. Plan Finalization: Create, validate, and finalize the strategic plan, including outcome mapping for monitoring and evaluation, a detailed implementation plan for 2024-2025, and general activities for 2026-2029.
  5. Monitoring & Evaluation: Recommend methodologies and tools for evaluating outcomes and develop a comprehensive monitoring and communication strategy.
  6. Presentation & Validation: Lead the presentation and validation process of the strategic plan with stakeholders and partners.

Specific Tasks

The consultant will:

  1. Review Relevant Documents: Conduct a desk review of relevant documents to understand DIGNITY Kwanza’s mandate, legal framework, operations, and context.
  2. Analyze Policies: Examine existing national strategies, laws, and policies related to human rights, displacement, and NGO operations in Tanzania to inform strategic actions.
  3. Assess Theory of Change: Evaluate current Theories of Change used by DIGNITY Kwanza and help establish an Organizational Theory of Change for 2024-2029.
  4. Assess the Organization: Evaluate DIGNITY Kwanza’s existing structure, financial strategy, sustainability, and future expansion plans.
  5. Develop Programs: Support the development of new programs, including defining their role in advancing DIGNITY Kwanza’s mission, designing program components, and developing metrics for program evaluation.
  6. Facilitate Participatory Planning: Develop a methodology and work plan for a participatory planning process, including stakeholder consultations and interviews.
  7. Lead Consultations: Lead consultations with stakeholders to gather feedback on the draft strategic plan.
  8. Complete the Plan: Finalize the strategic plan with detailed implementation guidelines, including priority programs, timelines, resource allocations, and monitoring frameworks.
  9. Ensure Alignment: Ensure strategic actions align with relevant sector strategies and best practices both locally and internationally.

Expected Deliverables

  1. Five-Year Strategic Plan: A comprehensive strategy outlining clear deliverables, key milestones, and implementation guidance.
  2. Environmental Assessments: Detailed assessments of the external and internal environments, including a SWOT analysis.

Qualifications

  • Education: Master’s degree in any relevant field, with more than 5 years of demonstrated experience in conducting similar assignments.
  • Language Proficiency: High proficiency in both written and spoken English.
  • Attention to Detail: Must possess a high level of concentration and be detail-oriented.
  • Experience: Previous experience working with refugees and migrants in Tanzania will be considered an added advantage.

Duration

The consultancy is expected to last for a maximum of 10 days, not consecutively but within a one-month period.

Payment

The payment shall be paid upon the submission of each deliverable and as agreed during the inception meeting between the consultant and DIGNITY Kwanza.

Submission of Proposal

Interested applicants are required to submit the following documents:

  1. Detailed Proposal, which must include:
    • Activity plan with a clear timeline and methodology.
    • Demonstration of the applicant’s understanding of the assignment.
  2. CV of the consultant(s) who will implement the assignment.
  3. Financial Proposal, including a budget breakdown in Tanzanian Shillings (TZS), inclusive of all applicable taxes. Please note that a Withholding Tax of 5% will be paid directly to the Tanzania Revenue Authority (TRA).
  4. Proven Experience, demonstrating expertise in the assignment. Applicants are required to provide samples of similar work completed previously.
