Global Programs (GP) Office – Job Description
The Global Programs (GP) Office in Tanzania, an affiliate of the University of California San Francisco (UCSF), provides targeted HIV/TB strategic information (SI) technical assistance through the PEPFAR-funded ACCELERATE project. This project aims to leverage efficient resource allocation to achieve equity in the control of the HIV epidemic. The GP office also facilitates the expanded presence and operations of UCSF global health professionals and researchers in Tanzania.
We collaborate with key partners, including the U.S. Centers for Disease Control and Prevention (CDC), PEPFAR, the Ministry of Health (MoH), the National AIDS, STI and Hepatitis Control Programme (NASHCoP), the Zanzibar Integrated HIV, Hepatitis, TB, and Leprosy Programme (ZIHHTLP), other donors, and local partners. Our efforts focus on building capacity, strengthening SI activities, and guiding prevention and treatment programs for maximum impact. Additionally, Global Programs provides training, mentorship, and technical assistance in various public health disciplines, including epidemiology surveillance, health information systems, data quality improvement, and applied public health research.
Project Summary (for Program Staff)
The University of California, San Francisco (UCSF) has a five-year Cooperative Agreement with CDC-Tanzania to provide strategic information and health information systems (HIS) technical assistance to the Ministry of Health (MoH), PEPFAR, and their implementing partners. We are recruiting for an HIV Strategic Information Advisor to join Global Programs and provide programmatic expertise in this effort.
Summary of Role
The HIV Strategic Information Advisor will guide impactful HIV programmatic data analyses, development of meaningful informatics products, indicator/dashboard development, and visualizations. This role also involves coordinating programmatic evaluation activities, overseeing the DAMES Tanzania project, and conducting fieldwork supervision.

Position Responsibilities
Administrative:
- Comply with Global Programs administrative policies and procedures.
- Perform administrative tasks (e.g., making copies, printing, scanning).
- Submit timesheets, leave forms, travel expense documents, and other administrative paperwork.
Communications:
- Prepare presentations, abstracts, reports, and other scientific outputs based on Global Programs activities.
- Communicate with donors under the guidance of the Technical Director.
- Provide training as needed.
- Represent Global Programs at high-level meetings (e.g., PEPFAR, MoH, stakeholders).
Technical:
- Identify HIV programmatic analyses needs and collaborate with the Global Programs Informatics team.
- Support analytics and data use teams to improve service delivery for PLHIV.
- Guide the Global Programs team in understanding and interpreting programmatic data trends.
- Collaborate with Informatics Analysts to prioritize stakeholder requests to improve HIV service delivery.
- Ensure development of data systems (DAMES, CTC-A, Monthly Portal) meets program expectations and end-user needs.
- Develop guidance tools, SOPs, training materials, and case studies.
- Provide technical assistance for the design, implementation, and evaluation of HIV interventions.
- Supervise field activities and lead development of protocols and data collection tools for HIV interventions.
- Coordinate DREAMS M&E activities within the Global Programs portfolio.
- Track and resolve data issues related to the DAMES system in a timely manner.
- Oversee the development of the national DREAMS M&E tool.
- Perform other tasks as assigned.

This position requires independent work to complete assigned tasks.
Required Skills & Qualifications
- Medical degree required; Master’s degree in Public Health or Epidemiology required.
- Minimum seven years of professional experience in HIV and AIDS-related projects in the PEPFAR setting.
- Knowledge of HIV services (e.g., HIV prevention, care, treatment, TB, PMTCT, EIID).
- Understanding of evidence-based programming and its impact on data-related activities.
- Familiarity with DREAMS project and related data.
- Experience troubleshooting the DAMES mobile application.
- Knowledge of databases and skills to aggregate datasets.
- End-user experience with CTC2, CTC2 Analytics, and HIS applications.
- Familiarity with PEPFAR and MoH reporting requirements and HIV program indicators.
- Experience with mobile and electronic applications for data collection.
- Demonstrated critical thinking and analysis skills.
- Advanced Microsoft Excel skills.
- Experience developing training materials, SOPs, job aids, and facilitating training.
- Ability to develop simple visuals for communicating complex information.
- Professional collaboration skills in multicultural settings.
- Excellent written and verbal communication in Kiswahili and English.
- Availability for in-country travel to support project activities.
- Fluency in English and Kiswahili.

Work Location
This position is based at the Global Programs office in Dar es Salaam.
Travel Requirements
This position may require approximately 15% travel to support field activities.
