Main purpose of job:
BHC Tanzania is looking for a programme manager to work within the Sustainable Prosperity Team (SPT) to support programmes delivering private sector development and sustainable growth in Tanzania.
The successful applicant will be lead programme manager for the team’s flagship private sector development programme (Productivity for Prosperity, £35m over 5 years), ensuring the programme is well executed with robust monitoring and financial management. This programme aims to support sustainable economic transformation in Tanzania through increased labour productivity and climate-resilience in job-creating sectors. The programme has 3 components, covering access to finance for agribusinesses, transaction facilitation in the manufacturing sector, and a flexible demand-driven support facility on business environment, climate finance and high value crops. You will join the team at a point where budgets are confirmed and suppliers are mobilised on P4P, enabling you to focus on delivery.
The role will also provide programme management leadership across the team, working with the programme officers to ensure risk management, finances, monitoring and compliance are effective.
They will provide supportive line management for one EO Programme Officer and work closely with the two Grade 7 Private Sector Advisors (one of whom will be the line manager).
Roles and responsibilities
This is an exciting opportunity for a self-motivated individual who can work at pace across all stages of the programme cycle. The P4P programme has 3 components with different suppliers (delivered through a contract, a centrally managed programme and an accountable grant), meaning the candidate will need to understand working through different delivery mechanisms. The role includes significant programme mobilisation, contract, and financial management responsibilities as well as support to portfolio oversight for the Sustainable Prosperity team. A list of the specific responsibilities is given below; however, the successful applicant will need to be adaptable to new and emerging needs of the team.
Effective management of flagship private sector development programme (P4P) in line with PrOF rules and FCDP Financial Management Guidance:
Manage the effective programme delivery of P4P, aligned with FCDO’s Programme Operating Framework rules, including programme management tools: a comprehensive programme delivery plan, programme logframe, risk and related risk management tools (DDA, delivery chain maps, fraud and safeguarding risk mapping) and oversee progress of delivery through quarterly updates and annual reviews.
Lead financial management of P4P programme including financial forecasts and outer year budgets. Use burn rate analysis and judgement to manage spend in line with forecasts and agree budget allocations prior to the start of each year to ensure VfM. Perform month-end accounting actions accurately, escalating decisions to PRO/SRO as required.
Ensure P4P adheres with programme transparency and reporting, by ensuring all project data is kept up to date on related programme systems (eg HERA, AMP and DevTracker)
Working with FCDO Monitoring and Evaluation (M&E) officer, manage M&E of P4P, to ensure evidence informs programme development and lessons are learned and disseminated across the mission.
Strong working relationships: lead communication both internal to BHC and with external partners as the first point of contact on project management issues (financial, commercial, risk, comms and general project management).
Working with FCDO/BHC commercial and economic specialists to manage contractual and commercial issues, applying commercial approaches (KPIs, cost transparency, supplier profit, etc.) to drive Value for Money.
Support Finance and Programme Management functions across the Sustainable Prosperity Portfolio:
Supporting the programme officers across the team on risk, financial management and compliance (including collating the responses for the management assurance process, audits and transparency check).
Represent the team at the regular cross-office programme manager meeting, providing information on the Sustainable Prosperity Team portfolio as required.
Work with the results advisor to ensure a strong approach to monitoring across the programmes.
Cross team/mission functions
Supportive line management of one EO Programme Officer.
Respond agile to ad hoc commissions for programme data from finance and senior management colleagues as required.
Support wider cross-mission corporate and administrative initiatives.
Support high level visit preparations: contributing to visit logistics, briefing, compilation of results and evidence and communications products.
Take active responsibility for continuous improvement and supporting the office’s programme management and commercial capability.
The role offers an exciting opportunity to work on private sector development at a time when the teams work is scaling up and achieving real impact. It also offers the opportunity to learn about the range of development and diplomacy work in the sustainable prosperity team, including in private sector development, climate change, infrastructure and economic planning. As well as in-house learning there will be the opportunity for formal training and field visits as part of learning and development. The role will include some flexibility to work across the mission on other tasks as part of 10% work, allowing the candidate to develop across a range of areas.
Essential qualifications, skills and experience 1
· Demonstrated ability to deliver autonomously, at pace for timely delivery and quality results.
· Evidence of excellent programme leadership and communication skills, including managing relationships with external suppliers.
· Knowledge of managing the programme cycle (including mobilisation, delivery, contract management, and closure phases)
· Strong financial literacy and budget management
· Ability to drive commercial outcomes and value for money (VfM)
· Ability to identify and apply lessons learned from other programmes to improve delivery approaches
Desirable qualifications, skills and experience 1
· Ability to build strong relationships with a wide range of actors across the British High Commission office, partners and government officials
· Familiar with and can apply the ProF framework with confidence
· Experience using FCDO systems such as AMP and HERA (although capacity building will be offered to support this).
· Experience working on a range of programme delivery modalities (including contracts, accountable grants and working through central programmes).
· Experience on private sector programmes, particularly agriculture, business environment reform, capital markets or similar.
