Communication Consultant

Background and Context

Swisscontact Tanzania strives to advance the socioeconomic integration of youth and young mothers in Tanzania. To achieve its ambition, the organization is implementing two projects: Skills for Employment Tanzania (SET) and EmpowerHER through Skills (EHS).

SET is financed by the Swiss Agency for Development and Cooperation (SDC) through the Embassy of Switzerland in Tanzania. It aims to enhance youth (self-)employment for the Vocational Skills Development (VSD) system. It supports the government and private sector stakeholders to expand access to quality training that matches the demand from both the economy and youth.

EHS is funded by the IMS Foundation and builds upon and adds on SET project. EHS provides VSD and entrepreneurship support with the aim of contributing to the creation of sustainable and meaningful livelihoods for young mothers. In close collaboration with the private sector and local communities, EHS offers innovative solutions and successfully tested methodologies to empower these often-marginalized women and to connect them with entrepreneurial opportunities. It does so while not neglecting the specific requirements of young mothers who need to combine professional activities with the care of their often very young children.

Swisscontact is currently looking for a Communication Consultant, specifically to help the project in improving its communication and visibility materials. The consultant will be supervised by the Swisscontact office located in Morogoro Municipality, and with possible travel to the field locations within Morogoro and Pwani regions.

  1. Objectives of the Assignment

Under the supervision of the EHS Project Manager, the Communication Consultant will work with EHS Project Team to review the existing and design new communication and visibility materials.

  1. Key Tasks

The Communication Consultant will perform the following tasks:

  • Review and improve the existing communication and visibility plan.
  • Review and refine the contents of the existing communication and visibility materials including posters, banners, fliers, factsheets, logos, t-shirts, calendar, brochure, etc.
  • Develop templates for letters, presentation, publications, etc.
  • Suggest and design new professional IEC materials for project communication and visibility.
  • Design the tools that will be used in collecting information and evidence for the documentation of project success stories, case studies, lessons learnt and experiences.
  • Orient Project Team and Training Providers on the newly developed project documentation tools.
  • Visit the project participants and Training Providers in the field to learn from their activities so that to help in developing materials that are focussed to the reality on the ground.
  • Ensure that all communication and visibility materials are developed in line with relevant organizational guidelines and provide accurate and consistent information.
  • Advise the project of the media channels that communication and visibility of the project could be done through.
  • Provide the Project Manager with the regular feedback relating the assigned communication tasks above.
  1. Key Deliverables
  • A 2-3 pages brief presentation of methodology and approaches (with workplan and CVs annexed) This must be approved prior to beginning of the assignment.
  • A maximum of 3 pages of revised communication and visibility plan.
  • Written templates and or scripts that in the future will be used in data and evidence collection for developing written and video success stories, case studies, lessons learnt and experiences.
  • Improved designs and or contents of the existing communication and visibility materials in Swahili and English versions.
  • 4-6 new designed and ready-to-use communication and visibility materials like calendar, factsheet, brochure, poster, and other suggested professional IEC materials for project visibility.
  • A final consultancy report summarizing the accomplished tasks and deliverables.
  1. Timeframe and duration

The assignment will be carried out over the period of 2 months with 20 consulting days allocated.

  1. Required qualifications
  • Hands-on experience of the experts (writing and video taking) not less than 10 years with NGOs/ projects.
  • Evidence of practical experience in content creation skills.
  • Proven experience in documenting project experiences, case studies and success stories.
  • Proven experience in designing communication materials for the development work.
  • Experience in conducting communication-related sessions/workshops/training.
  • Demonstrate the ability to work under minimal supervision.
  • Experience in using adobe creative cloud.
  • Demonstrated ability for working with high level of integrity and trust.
  • A candidate with demonstrated good teamwork spirit and good communication skills attested by a good level of written and spoken English and Swahili.
  • Sample of proof records of previous work, provide link if possible

Administrative Clauses

  • Detailed CV and applicant’s profile with previous client’s reference for similar assignments.
  • Financial proposal showing the daily rate in Tanzanian Shillings and technical proposal outlining how the consultant will approach/implement the assignment.
  • The payment of the fees is subject to the deliverables outlined under section 4 above and approval by the Project Manager.
