Job Purpose: The Director of Programs (DOP) is responsible for overseeing and providing technical leadership of projects implemented by Pathfinder in Tanzania. The DOP is responsible for supervising and delegating authority and resources to Senior Portfolio Technical Advisors and Project Managers reporting to him / her who are responsible for project implementation. The DOP is responsible for project budget oversight. The DOP will keep abreast of new developments in the technical areas supported by Pathfinder and will guide the project implementation team to ensure high quality of project execution, adoption of best practices, alignment with global standards of care and ensuring implementation fidelity. Being a member of Pathfinder Tanzania’s Senior Management Team, the DOP will contribute to overall organizational leadership, compliance, ambassadorship, and program portfolio growth
Project Management
- Define Program/Project Cycle and support SPTAs to manage project(s) life cycle from proposal writing, project initiation, implementation and close out.
- Lead work planning, organizing, and support implementation of program/project activities to ensure they align with the organization’s goals and objectives.
- Support timely preparations and reviews program/ project reports on activities, achievements, and challenges for internal and external stakeholders. Ensure that the reports effectively communicate program goals, progress, and impact to promote transparency and accountability
- Identify potential risks and develop mitigation strategies to ensure program success. Anticipate challenges, address issues proactively, and make adjustments to program plans as necessary.
Financial Management
- Work with finance teams to allocate resources effectively, monitor program expenses, and ensure adherence to budgetary guidelines.
- Review and approve program/ project expenditures as per defined approved budget(s).
- Support timely preparations of program/project financial reports
Staff Supervision and Development
- Manage Performance of Senior portfolio technical advisors and Project Managers direct reporting to him / her (set performance goals, conducting performance evaluations)
- Provide leadership and guidance to program staff
- Providing mentoring and professional development opportunities
- Foster a culture of continuous improvement by seeking feedback, monitoring trends in the field, and incorporating best practices into program design and delivery.
- Encourage innovation and adapt programs to meet changing needs and emerging trends.
Strategic Planning
- Work closely with senior management team colleagues and other stakeholders to develop program strategies and long-term plans.
contribute to the strategic direction of the organization by identifying programmatic opportunities, innovations and assessing their feasibility and impact.
New Business Development
- Support country new business development efforts by leading or effectively contributing to technical designs of new projects during proposal development.
- Solicit strategic partnerships with local and international organizations for new business development.
- Lead and / or contribute to technical writing
Policy and Compliance
- Stay up to date with relevant laws, regulations, and policies that affect program implementation.
- Ensure program compliance with internal and external policies including, legal and ethical standards, as well as funding requirements or contractual obligations
Stakeholder Engagement and Ambassadorship
- Interact with, and nurture good relationship with various stakeholders such as program partners, funders, government agencies, and community organizations.
- Cultivate and maintain relationships to facilitate collaboration, secure funding, and promote programmatic goals. Develop and maintain an extensive range of important contacts with top internal and very senior external officials for the purpose of obtaining or verifying information which is not otherwise available.

- Country-specific Public Health System: In-depth knowledge of Tanzania’s public health system and health systems strengthening.
- Strategies on Policy Issues: Mastery of skills in strategic communications with the public sector, private organizations and policy makers about relevant legislation, policies and procedures relating to SRHR and PHE.
- Ability to filter, prioritize, analyze and validate potentially complex and dynamic alternatives.

- Relationship Management: Proven ability to manage donor relationships, including reporting and program work planning. Proven ability to influence using diplomacy skills with key stakeholders.

- Public Sector Budget Process: Knowledge of the budget formulation process of the public sector.
- Bids and Proposals: Ability to prepare bids and proposals in response to funding requests.
- Software Applications: Advanced knowledge of Microsoft Office applications, especially MS Word, PowerPoint and Outlook.
- Sexual and Reproductive Health and Rights Services: Knowledge of family planning and reproductive health principles, practices and services of assigned program, including program strategies and indicators. Demonstrated commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
- Analysis and Sound Judgement: Advanced analytical and trouble shooting skills. Ability to make sound judgments. Ability to improve processes, promote excellence and demonstrate accuracy and thoroughness.

Minimum Education and Job Experience
- Master’s degree or higher in public health, health policy and related social science fields.
- At least 10 years’ experience in providing tech leadership, program development and management in NGO set up
- Expertise in SRHR, Climate Resilience, RMNCAH, AYSRH
- Knowledge of Health Systems Strengthening, Community – based programing and documentation of best practices,
- At least 5 years’ experience of working in senior leadership position especially in NGOs
- Experience of overseeing or working on programs funded by multiple donors
