Organization Overview

The Global Programs (GP) Office in Tanzania is an affiliate of the University of California, San Francisco (UCSF), providing targeted HIV/TB strategic information (SI) technical assistance through the PEPFAR-funded ACCELERATE program. The office supports UCSF and its affiliates’ global health professionals and researchers, working in collaboration with partners such as the U.S. CDC, PEPFAR, the Ministry of Health (MoH), NASHCoP, ZIHHTLP, and local donors to strengthen SI activities. Global Programs also offer training, mentorship, and technical assistance in areas such as epidemiology surveillance, monitoring and evaluation, health information systems, data quality improvement, data science, and applied public health research.

Project Summary

UCSF is engaged in a five-year Cooperative Agreement with CDC-Tanzania to provide SI and health information systems (HIS) technical assistance to MoH, PEPFAR, and their implementing partners (IPs). We are recruiting an HIV Program Officer through Global Programs.

Role Overview:

HIV Program Officer

  • The HIV Program Officer will provide programmatic expertise in HIV/AIDS, guiding impactful data analyses and developing programmatic informatics products, indicators, and visualizations.
  • This role will support programmatic evaluations, including fieldwork coordination and oversight.

Reporting & Management

  • Reports to the HIV/TB Technical Lead.
  • No supervisory or management responsibilities.

Key Responsibilities

  • Informatics Collaboration: Work with the Global Programs Informatics team to improve health informatics applications and integrate programmatic strategies into data systems.
  • Stakeholder Engagement: Collaborate with Informatics Analysts to assess and prioritize stakeholder requests that enhance HIV service delivery.
  • SOP Development: Contribute to the creation of monitoring and evaluation SOPs and training materials.
  • Data Analysis & Use: Ensure data analyses align with program priorities to improve service delivery for PLHIV.
  • Program Improvement: Aid in translating data for programmatic improvements and dissemination.
  • Programmatic Gaps: Identify gaps and recommend data-related solutions to meet program needs.
  • Representation: Represent UCSF at stakeholder meetings with NASHCoP, MoH, CDC, IPs, and other agencies.
  • Guidance Tools: Develop tools, SOPs, training materials, and case studies related to HIV/AIDS programming and Global Programs analytics.
  • Field Supervision: Participate in protocol development, fieldwork, and evaluation of HIV interventions.
  • Data Analysis: Analyze program evaluation data and contribute to reports, scientific products, and dissemination.

Required Skills & Qualifications

Education: A degree in medicine is required; a Master’s in Public Health or Epidemiology is an added advantage.

Experience: Minimum three years in HIV/AIDS-related projects, especially in PEPFAR settings.

Knowledge: Routine HIV/AIDS services, including prevention, care, treatment, testing, TB, PMTCT, EID, and community services. HIV program indicators and reporting requirements for PEPFAR and MoH.

Skills:

  • Expertise in data use for service improvement.
  • Experience collaborating with partners and stakeholders.
  • Training material and SOP development experience.
  • Experience with mobile and electronic data collection applications.
  • Strong communication skills in Kiswahili and English.
  • Excellent organizational, critical thinking, and interpersonal skills.

Technical Expertise:

  • CTC2, Monthly portal, CTC2 Analytics, and other HIS applications.
  • Proficiency with Microsoft Excel and data analysis.
  • Travel: Availability to travel within the country.

Preferred Skills & Qualifications

  • Knowledge of or ability to learn database applications.
  • Problem-solving, communication, and decision-making skills.
  • Strong computer skills, particularly in Excel.
  • Ability to manage tasks independently and meet deadlines.

Work Location: This position is based at the Global Programs Office in Dar es Salaam.

Travel Requirements

This position may require travel to support field activities.
