Global Communities and its partners are implementing a 5-year U.S. Department of Agriculture, McGovern-Dole International Food for Education and Child Nutrition Program, Pamoja Tuwalishe, in Dodoma and Mara regions of Tanzania. Pamoja Tuwalishe will work in close collaboration with the Government of Tanzania and other institutions and stakeholders to strengthen the school feeding system, improve the overall education experience for students in program-supported schools and build technical program approach models that can be replicated to additional schools and communities. JOB SUMMARY:
The Procurement Managerrole is to evaluate and process all procurement actions for the Tanzania country office. The Procurement Manager is responsible for establishing, maintaining, standardizing and adhering to Global Communities procurement processes and U.S. Government regulations related to procurement. In addition, this role will support the management in maintenance of organizational procurement records by developing effective analytical tools to track spend and supplier performance, supporting effective commercial insight by identifying risk and areas for improvement.
The Procurement Manager is responsible for effective delivery and implementation of strategic and effective procurement services, for a select group of technically complex goods, services and works, within the specific geographical area and/or project. This role will be the primary point of contact for procurement requirements within a designated area of spend; acting as a business partner to deliver
guidance and advice to stakeholders to ensure the Procurement Department is routinely engaged at the earliest stages of planning and that goods and services are purchased using best practice principles maximizing value from the supply chain.
PRIMARY JOB RESPONSIBILITIES:
Leading and supporting:
- Work with the wider GC awards & Procurement team to deliver a strategically focused, professional and efficient procurement service, providing expert advice, support and guidance to staff and stakeholders, using best practice procurement and supply chain management principles.
- Act as the GC procurement primary point of contact, partnering with senior managers within assigned business areas – ensuring they receive effective strategic procurement support and proactive advice, spanning the full lifecycle of all procurement activity.
- Lead on commercial activities in the procurement of high risk/high value contracts within the assigned business area – from end-to-end market engagement, supplier due-diligence, tender, contract and award negotiation.
- Provide advice to contract owners to support the resolution of issues and any post-contract disputes, working collaboratively and seeking appropriate legal guidance where required.
- Ensure GC Tanzania offices perform due diligence exercise for vendors as per GC and US funded projects requirements all the time.
- With the support of the Director of Finance, lead all the discussion with Global Support Team (GST) to acquire extended support on matters relate to compliant with procurement standards.
- Regular review of the GC Tanzania procurement manual and make necessary changes as agreed at the country office, advises the DFA and CoP on changes in procurement processes/practices as made by GC to ensure compliance all the time.
- In collaboration with Finance colleagues coordinate refresher trainings for Pamoja Tuwalishe team on adherence to policies and procedures related to procurement.
Managing systems, processes and data:
- Support the wider Procurement and Finance team in the delivery of appropriate training and guidance to all GC staffs and partners on best practice procurement principles, contract management, vendors management and all matters pertaining compliance with donor requirements, GC and country regulations on procurements matters.
- Support budget managers to organize and have in place the annual procurement plan, making sure it is followed and advise the management on any changes to the plan and implementation.
- Coordinating the annual, monthly, and weekly procurement priorities, procurement and delivery tracker and inform DFA on the status of the procurement each time.
Managing suppliers:
- Conduct appropriate supplier due diligence to identify supply chain risk and provide support and guidance to stakeholders on appropriate supplier evaluation and risk mitigation methods.
- Produce regular GC reports on supplier/contract performance against agreed measures, which both monitor progress and enable effective decision-making.
- Ensure good communication with suppliers on feedback mechanism to ensure the suppliers relationship is well maintained.
- Ensure suppliers are aware and adhere to GC procurement standard operating procedures, expected standard of conduct and other related organization policies.
Learning, Evaluating and Improving:
- Participating in, contributing to and supporting GC continuous improvement activities by adapting to the changing systems within the Procurement team.
KNOWLEDGE, SKILLS, AND ABILITIES
- Highest level of integrity, honest and transparency in words and deeds.
- Proven track record of providing strategic procurement advice and support to stakeholders at all levels across an organization.
- Strong verbal and written communication skills with the ability to influence at a senior level.
- Excellent IT skills including advanced Excel and experience of using databases and analytics tools.
- Excellent in planning, coordination, organizing and managing priorities and multiple activities and lead teams.
- Demonstrates Creativity and Technical Skills.
EDUCATION and/or EXPERIENCE
- University bachelor’s degree in Logistics & Procurement Management, Business Administration, or other related degree.
- A master’s degree in Procurement and related fields is an added advantage
- Member of Association of Procurement and supplies Professionals (APSP) or equivalent and evidence of experience or necessary skills through training.
- A minimum of 8 years substantial experience working in a similar role in procurement with an international NGO.
- Experience in managing procurement procedures and adhering to US Government regulations.
- A basic understanding of financial accounting principles.
