The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.
The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers, electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.
Main Contractor China Petroleum Pipeline Engineering Company Ltd (CPP) is responsible for the constructing 1,443km 24in oil export pipeline (PPL), 8 above ground facilities (AGI), the main line block valves and trace heating station, 16 main camp and pipe yards (MCPY), with 4 in Uganda and 12 in Tanzania.
Job Description
1) Maintain a centralized system for receiving, logging, and tracking all quality-related documents (e.g., Inspection Test Plans (ITP), Quality Control Procedures (QCP), Welding Procedure Specifications (WPS), Non-Conformance Reports (NCR), and Material Test Reports).
2) Ensure all documents are properly indexed, filed, and stored for easy retrieval and audit purposes.
3) Manage the creation and submission of Manufacturing Data Books (MDBs) and final project documentation.
4) Ensure that document control procedures are adhered to in accordance with the project’s Quality Management System (QMS).
5) Documentation Review and Distribution:
- Receive, review, and distribute documents related to quality control and assurance within the project team.
- Ensure that documents, such as Inspection Reports, Testing Certificates, and Vendor Data, meet the project requirements before submission to clients or regulatory authorities.
- Distribute updated and revised documents to relevant departments, subcontractors, and suppliers.
- Manage document transmittals between the EPC Contractor and the client.
6) Document Tracking and Control:
- Track and monitor the status of documents in line with project milestones and deadlines.
- Ensure that only the latest, approved versions of documents are in circulation, and superseded versions are archived.
- Coordinate with the client and subcontractors to obtain necessary quality documentation for submission.
- Maintain a document register to ensure all documents are accurately logged and traceable.
7) Compliance and Auditing:
- Ensure compliance with the project’s QA/QC requirements, including ISO 9001 standards, and other relevant oil and gas industry standards.
- Support internal and external audits by ensuring that all required quality documents are available and up-to-date.
- Ensure that all non-conformances and corrective actions are properly documented and followed up until closure.
8) Reporting and Coordination:
- Prepare and submit regular progress reports to the Quality Manager, Project Manager, and other stakeholders.
- Liaise with third-party inspection agencies and suppliers to collect, verify, and store relevant quality documents and certifications.
- Coordinate with the Construction, Engineering, and Procurement teams to ensure that quality documentation aligns with construction schedules and material deliveries.
- Participate in project meetings and provide updates on document control issues and progress.
Requirement
- Fluent in English, can communicate with CPY/EPcmC/CPP engineer face to face.
- Proficient in writing English.
- At least ten (5) years of direct experience in oil&gas project activities of which three (3) years must be in document control.
- Proficiency in at least Microsoft Office operating system (including but not limited to MS Office, MS Excel, Powerpoint etc.)
- Have internationally projects experience in engineering, construction management or site coordination.
- Minimum of Bachelor Degree
