About the Organization: So They Can Tanzania (STC) was registered in Tanzania on 13 June 2014 as an International Non-Governmental Organization. STC is part of So They Can International (Australia). In 2024 STC Tanzania partners with 34 government schools (29 primary and 5 secondary) in the Babati District, Manyara Region to reach 22,000 school children (50% girls) and 350 teachers (44% females). Our holistic Education Program improves access, quality and inclusion in education for children in rural communities.
About the Role: The MEL Officer will be to provide support in monitoring and evaluating ongoing projects for STC Tanzania and providing quality, timely, accurate data. The role will involve the provision of technical support to the STC program team. The aim of the role is to provide technical support on frameworks, tools and methodologies to strengthen M&E systems and enable the organization to effectively report its impact.
Specific Duties and Responsibilities: The MEL Officer will be responsible for but not limited to the following tasks:
- Participate in the preparation of annual project plans, targets, budgets, MEL plans and performance frameworks for the program.
- Facilitate training to the program staff on operational usage of developed MEL tools.
- Support effective use of the Organization MEL reporting system to enable the collection, documentation, tracking, and reporting of data.
- Support the development of all projects feasible indicators, targets, data collection, reporting framework, and performance monitoring plans.
- Support in compiling baseline and endline data for each project outputs and outcomes indicators.
- Ensure validity, reliability, precision, integrity, and timeliness of information through quality checks and implementation of corrective actions to improve data quality and accountability of project team.
- Support compliance with reporting requirements.
- Support the MEL Manager in updating the project risk register and other requirements as per So They Can project management manual.
- Support in regularly track and analyse progress, challenges, gaps, and lessons learned through implementation.
- Support spot-checks, implementation of assessments, mid-term and endline evaluations, studies and research-related efforts related to project delivery.
- Perform regular Monitoring field visits to assess the progress of program/project delivery as per agreed milestones.
- Support the team in consolidation of Monthly, Quarterly and Annual reports as per agreed reporting template and ensure timely submission of the reports.
- Support in updating/cleaning of Organisation database.

Other responsibilities:
- Be aware of and operate within relevant So They Can policies and approaches, including data protection, Child Protection & safeguarding, Child-Centered, Community Development, Gender, governance and resilience mainstreaming.
- Participate in and contribute to relevant MEL meetings and support the promotion of best MEL practice.
- Other duties that may be assigned by the Supervisor within the scope of the role.
Skills and Qualifications:
- Strong understanding of quantitative and qualitative data analysis skills including the use of software’s such tableau, and excel/google sheets, kobo toolbox and familiarity with routine management of information systems is highly desirable
- Proven ability in monitoring, evaluation, surveys and/or data analysis.
- Preferred education in MEL and/ or Project Management
- Experience in the design, development and/or implementation of M&E systems, in the Education sector, will be an additional advantage.

- Strong organizational skills and ability to manage a variety of tasks in a time sensitive environment to meet deadlines.

- Ability to travel frequently and for extended periods.
Language
Good in spoken, written and oral English is required.
