With the above background, Fanisi Tanzania, seeks to recruit a self-motivated, results driven, dynamic, suitably qualified, competent and dedicated Tanzanian to fill a position below:

POSITION TITLE: Village Investment Programme Officer (VIP Officer)

REPORTS TO: Project Manager.

LOCATION: Sengerema – Mwanza 

JOB SUMMARY

The VIP Officer will be responsible for project implementation for ensuring the accomplishment of the objectives under his/her responsibility. Under the supervision and guidance of Project Manager he/she will take a lead on execution of core activities to achieve the project objectives that include empowering Parents and Caregivers of OVCs  through Village investment Programme (VIP), promote adoption of collective Investment and Income generating Activities/business development.

The VIP Officer is expected to work with various Stakeholders’ including working closely with Local Government authorities and the Trainers of Hope as the key partners for this project in facilitating smooth implementation and success of the project. During implementation of the work the VIP Officer is expected to ensure that financial compliance is maintained as per FANISI TANZANIA financial policy and Grant agreement.

KEY RESPONSIBILITIES AND TASKS 

  • Facilitate the sensitizations and identification Meetings to the target groups in the community to ensure and enhance community awareness and ownership/sustainability of Village Investment Program approach.
  • Facilitate the verification meetings and formation of Village investment programs groups in the target communities using the specific project criteria.
  • Facilitate the Orientation meetings to the target groups and guide the formed Village investment programm groups in developing the groups guiding Constitutions
  • Facilitate Capacity building training to the formed groups on Village investment Program approach in collaboration with Community group’s facilitators.
  • Act as the focal point for information sharing within the project site between FT, target communities, VIP groups and other key stakeholders in support towards project success of the Economic strengthening Programme.
  • Develop work plans (Weekly, Monthly and Quarterly) to ensure effective implementation of Village investment Programme related activities as outlined in the detailed implementation plan.
  • Undertake community vulnerability assessment and process in target communities to define community gaps and provide basis for planning.
  • Facilitate regular monitoring, follow up and provide technical support to VIP members to ensure quality practice of VIP approach and function per standards.
  • Participate in review sessions with Village investment Programme –VIP members for the decision making and preservation of the guiding rules and regulations of the groups.
  • Use communication skills to create and/or strengthen awareness on the available opportunities in agriculture in rural areas and entrepreneurship across the project and promote the participation of VIP members in harnessing those opportunities.
  • Support building the governance capacity of Village investment Programme groups to promote transparency and decision making.
  • Support VIP groups in developing individual field business cases, plans and creating linkages with available opportunities, available resources and available market in the Communities.
  • Identify technical capacity and challenges for beneficiaries in VIP groups and skills/knowledge they have in VIP, Business development skills, Income generating activities (IGAs) and build skills.
  • Coach, supervise and mentor the VIP Group facilitators for effective facilitation and support of VIP groups and Income generating activities.
  • Facilitate and organize exposure or exchange visits and any other events for the VIP beneficiaries to foster learning and experience sharing.
  • Ensuring there is a practical link between the VIP Component with other Project Components for the great success of the Core Project.
  • Making sure balanced gender (Men, Women) in the representation and participation of the project.
  • Liaise with the Project Manager for all decisions related to VIP and carry out any other duties as may be assigned by the Line supervisor.

EDUCATION QUALIFICATION

  • Degree /Diploma in Business Administration, Community development, Sociology and any other relevant experience in microfinance, livelihoods, IGA and Village Savings and Loan Association (VSLA) methodology.

EXPERIENCE AND SKILLS

  • Minimum 1-2 years’ experience in community development programmes includes training in Saving groups and any other related field.
  • Experienced facilitator / trainer
  • Working experience in resilience initiatives or programs is highly preferred.
  • Familiarity with principles and practice of savings-led microfinance and with strong awareness of challenges faced by traditional methodologies.
  • Willingness to work in rural areas – all project locations on a regular basis.
  • Experience in working with non-Governmental organizations and local communities, local authorities and NGOs.
  • Strong computer skills and ability to use standard computing packages such as word, excel, power point, and database software programs.
  • Strong communication and report writing skills.
  • Experience in capacity building and training in family Economic strengthening Programme and Community programmes.

TECHNICAL COMPETENCIES

    • Extensive knowledge of VSLA methodology, and excellent track record for training and supporting at VIP/ VSLA groups.
    • Excellent spoken and written English.
    • Ability to understand and contribute to the strategic vision for VSLA/ VIP development.
    • The ability to work, collaborate with partners and work effectively with them to leverage the impact of the Programme.
    • Ability to communicate regularly and openly with Fanisi Tanzania team to share progress, insights, challenges, and recommendation.
    • Self-directed and self-motivated; able to organize and deliver your own work with minimal supervision.
  • The ability to speak local languages in the target areas is desired.
